Foster Care Licensing SUPERVISOR –Hillsborough

POSITION SUMMARY
This position is responsible for creating and implementing systems that support the continuous improvement of the Foster Care Program. This position will provide direct supervision of the Licensing employees. Responsibilities include monitoring the program to ensure the Foster Care Program meets contractual standards. The position will be familiar with all areas of foster care including Training, Licensing, Support, Placement, Retention and Re-licensing. All A Door of Hope activities are to be conducted in a manner that helps improve ministry effectiveness, achieve development goals and objectives, make disciples in our community and bring glory to God. This position may include, but is not limited to the following:
PRIMARY RESPONSIBILITIES
Oversee and provide supervision of the Foster Care Team.
Refine and develop when needed, systems of operation in conjunction with the Director of Licensing.
Administrative oversight of Foster Care employees including:
Training new employees
Overseeing the certification requirements for all licensing employees according to the Florida Certification Board and contractual standards
Assisting in the completion of evaluations for all foster care team members as stated in the employee handbook/manual
Collaborating with the Director on any/all disciplinary actions when necessary for employees under their supervision
Continue ongoing support for licensed foster families - facilitating positive working relationships between families and A Door of Hope while assessing and reassessing needs of families and their children.
Assist in the preparation and maintenance of documentation for re-licensure of existing programs, contract monitoring and audits.
Oversee and review all initial licensing/re-licensing documentation packets required by law and submitting the packets to the local DCF/CBC agency Foster Parent Licensing Unit.
Have complete knowledge and understanding of all contracts pertaining to the Foster Care Program.
Track licensure information to assess outcome measures and research and develop methods of retention for foster.
Assist, support, and maintain open lines of communication with foster families throughout the foster parent training and licensing process.
Make appropriate placements of children into A Door of Hope licensed foster homes upon referral from Community Based Care agencies.
Relaying pertinent information to appropriate parties and developing/maintaining positive relationships with Community Based Care agencies and other provider agencies.
Assists in orientation and training of new foster parents. Helps support and arranges for continuing education classes for licensed foster parents.
Support the provision of all monthly and quarterly reports according to contract standards including and not limited to the following:
Statistical Reports, Census Reports, Bed Availability Reports & Level 1, 2 & 3 Safety Concerns according to CBC contracts
Oversee and/or maintain monthly placement statistics on bed availability – track monthly statistics and inform Community Based Care agencies of placement changes.
Participate in recruitment efforts when needed.
Be aware of all legislation and other requirements concerning the training and licensing of foster families.
Ensure that all files are up to contract standards.
Attend in-service training.
Be available 24 hours/ 7 days a week / 365 a year (excluding vacations) for emergencies.
Assist in all other related duties when necessary.

QUALIFICATIONS:
Strong commitment to the Statement of Faith and philosophy of A Door of Hope.
Master’s degree in psychology, social work, health education, or a related discipline from an accredited college or university preferred.
Bachelor’s degree from an accredited college or university + two years of experience or equivalent experience working with children with emotional disturbances and/or at-risk children.
Possesses leadership qualities coupled with an unwavering commitment to excellence and integrity.
DCF experience preferred in Protective Supervision and/or Foster Care.
Child welfare certification and professional parenting certification, or the commitment to obtain both certifications within the first 12 months of employment.
In-depth knowledge of child welfare work, including statutes and regulations regarding licensing and placement of children in foster and adoptive homes.
Customer service experience with strong administrative skills, including multitasking and detail orientation.
Excellent verbal and written communication skills.
Ability to interpret, adapt, and apply guidelines and procedures.
Self-motivated with the ability to work independently, meet deadlines, and stay organized.
Calm and effective response in all emergency situations.
Continued personal competency through education, outside literature, seminars, etc.
Strong computer skills, including proficiency in Microsoft Office programs, as well as the ability to learn and utilize new software programs.
Must be able to meet requirements for A Door of Hope auto insurance policy and be able to drive for business purposes.
Must have a valid Florida driver’s license with reliable transportation.
Successfully complete a criminal background screening.
Must be able to move 25 lbs.
